Cruz, meanwhile, is upset about Zoya returning to her native Russia and his brother potentially leaving Chicago for good when he thinks he's found a solution. However, it's the arrival of Senator Wheeler that gets the company's attention, as her meeting with top brass could very well decide the fate of the firehouse.
